年の瀬になると、一年を振り返るテレビ番組などその年のまとめ的なものを沢山目にします。そこで、行政書士法人ひとみ綜合法務事務所スタッフ４人に、それぞれ令和５年を振り返って印象深い出来事を上位５つ『パッと』挙げてもらいました。

令和５年３月１８日、東京都目黒区の自宅で歌舞伎役者の市川猿之助さんとご両親が倒れていたため救急搬送されたという報道に日本中が騒然となりました。
The public was shocked to learn that kabuki actor Ennosuke Ichikawa and his parents had collapsed at their home in Meguro-ku, Tokyo and were rushed to the hospital on May 18, 2023.

２０年に及ぶアフガニスタンでの戦いからアメリカとNATOが撤退したのは２０２１年８月のこと、その翌月には権力を掌握した武装勢力タリバンが６年を超える女性の教育を禁じました。
U.S. and NATO troops withdrew from Afghanistan following two decades of war in August 2021, and the Taliban announced next month that girls were barred from studying beyond sixth grade.
この教育の禁止は令和４年１２月に、大学にも及びました。
This education ban was even extended to universities in December 2022.
タリバン政権は女性を多くの公共の場や職業から排除したので、実質的に女性は家に閉じ込められることになりました。
Women are substantially confined to their homes as the Taliban have barred women from many public spaces and most jobs.

日本には、幸いにして、実によく設計されたセーフティーネットの制度があります。生活保護です。
Fortunately, in Japan, there is a well established safety net system for all Japanese people, the Public Assitance System.
2013年以降3年をかけて生活保護費は減額されてしまいましたが、この減額は健康で文化的な最低限度の生活を保障する憲法に反するとして、勇気を持って戦ってくれている方々もいます。
Although the standard amount for public assistance has been cut for three years from 2013, there are people with courage who has been arguing the reduction runs counter to the Constitution, which guarantees the right to maintain the minimum standards of wholesome and cultured living.
令和５年の終わりに、私は幸運にも、日本で一番の行政書士と知り合うことができました。
At the end of 2023, I was very lucky to get to know the best Gyoseishoshi Lawyer in Japan.
山形県南陽市の行政書士渡部文武先生は６０代で行政書士になられてから、強制加入団体である行政書士会の総会で、予算案などの不明瞭な説明を巡り質問をされました。
After becoming a gyoseishoshi lawyer in his 60s, Mr. Fumitake Watanabe, a gyouseishsohi lawyer in Nanyo City, Yamagata Prefecture, asked questions at the general meeting of the Gyouseishi-kai, which is a compulsory membership organization, over unclear explanations of budget proposals and other matters.
すると、あろうことか、その総会で質問するという極めて正当な渡部先生の言動が品位を欠くなどという申し立てがあり、会の事情聴取の要請を渡部先生が拒んだところ、廃業勧告という組織内部の最も重い処分がなされたのです。
Then, there was a complaint that Mr. Watanabe’s very legitimate words and actions of asking questions at the general meeting were degrading, and when Mr. Watanabe refused the request for an interview with the association, the disposition of the business recommendation, which is the heaviest penalty of the association was disposed of.
行政書士会の内部処分は、法的拘束力はない内部処分という扱いですが（国家資格が剥奪されるようなものではありません）とはいえ、行政書士として研鑚する場である研修会に参加できなかったり、何よりも名誉の侵害は甚だしいものです。
Although the internal disposition of the Gyoseishoshi-kai is treated as an internal disposition that has no legally binding force (it does not mean that your national qualification will be revoked), there are several disadvantages such as not being allowed to participate in training sessions that are a place to improve your skills as a gyoseishoshi lawyer. Above all, the violation of honor is grave.
謝罪して済む問題では、到底ないでしょう。
There is no way that this is an issue that can be resolved with mere an apology.
７２歳にして、渡部先生はこの巨大組織と最高裁まで戦い、勝訴を勝ち取られました。
At the age of 72, Dr. Watanabe fought against this huge organization all the way to the Supreme Court and won the case.
行政書士会のヒーロー、渡部文武先生から頂いたのが、ヨハン・ヴォルフガング・フォン・ゲーテのこちらの言葉です。
The hero of the Gyoseishoshi-kai, Mr. Fumitake Watanabe, gave me these words from Johann Wolfgang von Goethe.
財貨を失ったのは、いくらか失ったことだ。
Money lost, something lost.名誉を失ったことは、多くを失ったことだ。
Honor lost, much lost.勇気を失ったことは、すべてを失うことだ。生まれなかったほうがよかったろう。
Courage lost, everything lost- better you were never born.

In Japan, having hot nabe during the cold winter season is a wise and healthy culture.
ふぐ鍋、別名てっちり鍋は、関西地方の人気の郷土料理、そして、行政書士法人ひとみ綜合法務事務所の年末恒例のふるまいです。
Fugu nabe, also known as tecchiri is the Kansai region’s popular cuisine and Hitomi Law Office’s annual event in the end of the year.

These black and pink bottles are both different kind of Umeshu.
梅酒は、梅と砂糖でできた風味豊かなお酒です。
Umeshu is a flavorful alcoholi drink made with plums and sugar.

フグは毒を持っているので、取り扱いや調理は危険を伴います。特別な訓練を受け免許を持つ人しか、フグを処理することはできません。そのため、フグは高価です。
The poisonous fugu is a huge delicacy in Japan which can only be prepared by a specially trained and licensed chef, so pufferfish is expensive.

〇〇歳のお誕生日、おめでとうございます！
もう１年が過ぎたのか……去年のお誕生日から、この星は太陽の周りを一回りしました。
早くないですか？私たち人間が、あまりにもバタバタと忙しそうにするものだから、この星も
つられて公転速度をあげてしまったのかもしれませんね(笑)
太陽との距離を均一に保ちながら巡る、新しい一回りの旅が三木さんにとって昇龍の如く飛翔することになる忘れがたき素晴らしい一年となりますように。
年末年始も休まず、スタッフの方々と協力しあって相談対応をされるとのこと。
「これが私のやすらぎでもあるので全く苦にならない」とおっしゃっていましたが、
いいですね。勢いがありますね。前を向けてますね。
新しい年を迎えてから何かを決意して始めようというのではなく、既に心が定まっていて新しい年を迎えることができる……なかなか、そういう人はいません。特に現代は。
巷では正月だからといって朝から酒を飲み、真っ赤な顔をして初詣にさまよっていき勝手な願い事をして神様に「正月早々、ぼおーっと生きてんじゃねーよ！」と叱られて新しい年のスタートを切る日本人の何と多いことか(笑)
三木さんのように心が定まっていて、実直な生き方ができる人を羨ましいと思っている人も、
多いと思います。そして類は友を呼びます。スタッフの方々にはお会いしたことはありませんが
私が若ければ是非、働きたいと思うような透明感のある職場環境が形成されているようにも感じています。
私は既に決意して実行に移していることを貫くだけなので、正月だからといって特別なことは何もしないと思います。今夜はいつも通り８時になれば床に就き、明朝もいつも通り４時に起床し
ジョギングをしてシャワーを浴び、妻が起きてくるのを待って、いっしょにコーヒーを飲みます。その後は私が私に与えた任務を遂行するだけです。
ジョギングは健康増進のためでもありますが、それ以上に自らの怠け心に打ち勝ちたいために
今年の６月から始めました。当初、覚悟はしていましたが冬の到来とともに朝、起きるのが辛く感じるようになってきました。私は自分が、それほど意志の強い人間ではないことを知っているので決めたことを貫き通せるように、色々と工夫しています。
その一つに、世界中の偉人や聖人の言葉を紙に書いて、部屋中の壁に貼り付けるというようなこともやっています。その中に、こういうものがあります。
「私は養豚場で飼育されている豚などではない。私はヒューマンだ！」これは結構、きつい御言葉で私の目を覚ましてくれる効果がありました。ちなみに、この名言の作者は私です(笑)
新しい年、三木さんは三木さんらしいスタートを見事に切って見せてください。
私も負けずに私らしいスタートを見事に切って見せましょう！
