This gender gap report has been released by the Swiss-based think tank since 2006, and this year was the 17th.

2006年から始まった、スイス拠点のシンクタンクによるジェンダーギャップレポートは、今年で１７回目。

This annual report showed Japan went down from 116th in last year’s report, which means 9 rank down worse and a record low.

日本は前年の116位から9ランクダウンし、過去最低の順位となりました。

分野別では、政治参加における日本の男女間平等は１３８位と最も低いレベル。この日本の順位は、中国、サウジアラビア、トルコよりも格下です。

I’ve been facing and claiming a gender inequality in the organization called Gyoseishoshi-kai which I must belong to in order to continue my job as a national qualified Gyoseishoshi Lawyer in Japan.

行政書士の私自身も、女性蔑視に直面してきました。日本で行政書士という職業は、国家資格。その強制加入団体である行政書士会において、私は長らく女性差別があると訴え、その是正を求めてきました。

Prime Minister Kishida laid out a gender equality initiative this month, which aims for women to occupy at least 30% of executive positions in top companies by the end of the decade, from 2.2% in July last year.

岸田首相は、昨年７月の時点でわずか２．２％だった女性管理職の割合を、２０３０年までに３割とする、男女平等を進めるための目標を掲げました。

However, the biggest organization of Gyoseishoshi-kai in Japan, which are Tokyo-to Gyoseishoshikai and Osaka-fu Gyoseishoshikai (the numer of Gyoseishoshi-kai is 47, one for each 47 prefectures in Japan) didn’t allow two passionate female Gyoseishoshi lawyers (and one of two is me) to stand as the candidate for the top of the organization this spring.

しかしながら、４７都道府県に１つずつ置かれている行政書士会のうち、最大の規模の東京都行政書士会と第二の規模の大阪府行政書士会は、今年の春、二人の意欲ある女性行政書士がそれぞれの行政書士会で会長に立候補することを阻んだのです。

この手紙の差出人には、実在する政治家の名前が使われていました。でも真実は闇の中です。

This is quite sad to admit, but there is a concrete fact that even though I’ve been raising my voice for over 6 years about the gender inequality in Gyoseishoshi-kai, nothing changed and I’ve been attacked by some evil gyoseishoshi lawyers. Some of them, I had to sue for obstruction of business or defamation.

残念なことですが、たしかな真実として、行政書士の私は６年以上の長きにわたり行政書士会の男女間差別について声をあげ、調査や是正を求めてきたにもかかわらずこれが放置され、もみ消され、同業者による嫌がらせ被害を受けてきました。業務妨害や名誉毀損という犯罪被害については、刑事・民事で粛々と対応してきました。これは、現在も尚、一部継続しています。

There are people who want to leave Japan because of the current situation. I truly wish the government to realize that the lack of improvement will affect Japanese future.

この日本社会の現状を憂慮し、海外移住を考える人もいます。政府には、日本の未来のために、悪しき慣習の改善を切に願います。

Japanese star festival called Tanabata is coming on the 7th day of the 7th month of the year.

もうすぐ、七夕。この日本の星のお祭りは、一年で七番目の月の７日目に催されます。

You may wonder why I just don’t state it takes place on July 7th.

７月７日は七夕です、とシンプルに言わないのはなぜ？と思いましたか？

According to the formerly used lunar calender, the 7th month of the year roughly coincides with August rather than July so Tanabata is celebrated both on August and July depending on the resion.

旧暦で７番目の月というのは、新暦では７月というより８月に当たります。そのため、七夕を７月ではなく８月に祝う地域もあるのです。

July 7th, 2023 is also 1st anniversary day of publishing “Can I receive public assisntance?” written by Gyoseishoshi Miki Hitomi.

２０２３年（令和５年）７月７日は『わたし生活保護を受けられますか』（特定行政書士三木ひとみ著）出版１周年の記念日です。

From the end of May to June, the book “Can I receive public assistance?” written by our Hitomi Law Office’s Tokutei Gyoseishoshi Lawyer Miki Hitomi has been serialized in Gentosha Gold Online.

Serialization of a book online is kind of an experiment in today’s digital society as it’s a new way to bring a book to people’s attention on the internet.

Kabushiki-gaisha Gentosha is a Japanese famous publisher, headquartered in Tokyo.

The Gentosha was at first to serialize the seven chapters, but then decided to add a chapter about “public assistance and foreign residents”, according to the spirit of the publishing company “You should take a criticism gracefully, even by paying money to get them”.

The local governments’ roles to be played in responding to the needs of public assistance are as important as publicizing information on best practices as the public assistance program is a responsibility of the state.

地方自治体による生活保護を必要とする方への窓口対応は、生活保護制度の責任を担う国による制度の周知と同様、重要な社会的役割を担います。

All citizens have a right to claim public assistance without discrimination of sex, social back ground and reasons for falling into hardship, but not few people misunderstand that they cannot receive public assistance if they are young and healthy.

男女差別や生い立ちによる差別なく、生活困窮に陥った理由も関係なく、国民は生活保護申請をする権利があります。
