A great honor to receive a comment from Ms. Miyoko Tasaka, Director of Women’s Net Kobe kindly sent us an impression of the book “Can I receive public assistance?”.

本日、令和６年５月２６日、特定行政書士三木ひとみ著『わたし生活保護を受けられますか』の感想文を光栄にも、認定NPO法人女性と子ども支援センターウィメンズネット・こうべ　理事の田坂美代子様より頂戴しました。

Today, May 26, the 6th year of Reiwa, we were honored to receive a comment on “Can I receive public assistance” by Hitomi Miki, a Specified Administrative Scrivener, from Ms. Miyoko Tasaka, director of the certified NPO Women’s and Children’s Support Center Women’s Net Kobe.

１年前、令和５年５月２６日は、大手出版社幻冬舎さんがこの本の連載を始めてくださる前日で、下記のお言葉を出版社ぺんこむさんが発信してくださっていました。

One year ago, on May 26, the 5th year of Reiwa, the day before the major publisher Gentosha started serializing this book, the following words were sent by the publisher PENCOM.

『あらためてデモページを確認しながら、ええ本やなあ。って感動しています。貧困でおなかをすかせて泣いている子どもがいなくなりますように。

“While checking the demo page again, yes, it’s a book. I’m impressed. I pray that there will be no more hungry and crying children in poverty.

生活保護は、貧困によって最低限の生活すらできなくなった場合に、最後のセーフティネットとして機能するものです。

Welfare serves as a last line of safety for those who are unable to make even the bare minimum of living due to poverty.

しかし、誤解や偏見のために、本来受給すべき人が受給できていない実態があります。

However, due to misunderstandings and prejudices, the reality is that people who should be receiving welfare payments are not receiving them.

本記事では、これまで10,000件以上の生活保護申請サポートを行ってきた特定行政書士の三木ひとみ氏が、著書『わたし生活保護を受けられますか』（ペンコム）から、生活保護についての正確な知識を解説します。』

In this article, Hitomi Miki, a Specified Administrative Scrivener who has supported more than 10,000 welfare applications so far, will explain accurate knowledge about welfare from her book “Can I Receive Public Assistance” (Pencom).

そして、２年前、令和４年５月２６日にも、ぺんこむ社長の増田さんが、本の販売予約開始の発信をしてくださっていました。

Then, two years ago, on May 26, Reiwa 4, Ms. Masuda, the president of Pencom, sent out a message that reservations for books had started.

出版記念日の７月７日同様に、５月２６日も記念日にしたいほど、嬉しく光栄に思います。頂いた感想文をご紹介します。

「わたし生活保護を受けられますか」つい先日、古い友人の増田さんから本を渡され、今読了してすぐ筆をとりました。

Just the other day, an old friend of mine, Ms. Masuda, gave me a book, and I picked up the pen as soon as I finished reading it.

便箋5枚にびっしりと　ひらがなで綴られたお便り
涙を流さずに　読むことができましょうか

Letters written in hiragana on 5 sheets of stationery.
Can you read it without shedding tears?

理不尽に対する怒り

Anger at unreasonableness.

懸命にいのちを守ろうとする迫力

The power of trying hard to protect life.

けなげに前を向いて生きる姿

The appearance of living with a scornful look forward.

あぁ　こんな女性（ひと）もいるんだと
誰にも負けない立派な勲章を　幾つももらっているのだと
心密かに憧れます

Ah, there is a woman like this.
She has received many medals that are second to none.
I secretly admire it.

それにしても　せめて5年前にこの人に出会うことができていたら
私たちは　もう少し活動しやすかったに違いありません

Anyway, if only I had met this person at least five years ago.
We could have been a little more active.

DVから逃れて　シェルターに身を寄せてきた母子

A mother and child who escaped from domestic violence and sought refuge in a shelter.

最重要課題は　次の住まい探しです

The most important task is to find your next place to live.

「住まいが決まってから生活保護を申請してください」

“Please apply for public assistance after you have decided on a place to live.”

何度そう言われたことでしょう

How many times have we been told that?

議員に相談してうまくいったケースもあります

In some cases, we consulted with lawmakers and it worked.

でもそれは「おかしい！違う」「議員の仕事はそんなことではないはず」なのに・・・

But that’s not right, it’s not, and that’s not supposed to be the job of a member of Congress.

悔しい思いをしながら　30年が経ちました

It’s been 30 years of frustration.

震災後の　女性のための電話相談から
私たちは「DV」というものを知ったのです

From telephone consultation for women after the earthquake, that’s when we learned about what “domestic violence” is.

本年「困難女性支援法」が施行されました

This year, the “Act on Support for Women in Difficulty” came into effect.

けれど今は　その実効性に極めて疑問を感じています

But now I have serious doubts about its effectiveness.

支援の現場はあまりに忙しく　僅かな報酬とボランティア精神

The field of support is too busy, with little remuneration and volunteerism.

想いと気づきたる者の使命感が支えています

It is supported by the thoughts and the sense of mission of those who are aware.

当事者が前に出ることができないから

Because the party cannot come forward.

被災地や避難所での性被害を
「嘘をつくな」「捏造だ」と　代表はひどいバッシングを受けました

Sexual Victimization in Disaster Areas and Evacuation Centers
“Don’t lie” and “It’s a fabrication” The representative was badly bashed.

行政や国に　大きな声を届けるむつかしさを感じながらの30年でした

It has been 30 years while feeling the difficulty of delivering a loud voice to the government and the country.

何も悪いことをしていないのに　心身の安全を守るために
家も家財も　学校も仕事も　友人も親きょうだいさえも
何もかも放り出して　逃げなければならない

Even though the women have done nothing wrong, to protect their physical and mental safety.
Home, belongings, school, work, friends, parents, and siblings.
They have to throw everything away and run away.

これほどの理不尽があるでしょうか

How could it be so unreasonable?

この国の在りように　怒りを禁じ得ません

As this country is, I can’t help but be angry.

ハウジングライツ　近年やっとこんな言葉が
メディアで見られるようになりました

Housing Rights.
In recent years, such a word has finally come out.
It can now be seen in the media.

「住まい」は生活の基本　住居がなければ
学校も仕事も　何もスタートできません

“Housing” is the basis of life, if you don’t have a place to live, you can’t start school, you can’t work, you can’t start anything.

着の身着のままで　子どもの手を引き　ベビーカーを押して
決死の思いで　脱出してきたお母さん

Pulling the child’s hand and pushing the stroller with just the clothes on, a mother escaped with a desperate desire.

シェルターに入ってもらいましたが　次の住まいの確保が大変でした

She was put in a shelter, but it was difficult to find another place to live.

所持金はもちろん貯蓄もなく　支援団体からの貸付を受けました

She had no savings, let alone any money, and took out a loan from a support group.

すぐに生活保護が受けられたら　どんなに助かったでしょう

How helpful it would have been if she had been able to receive welfare right away.

ハウジングライツ　まずはこの言葉を知って欲しいと願っています

Housing Rights.
First of all, I want you to know this word.

私は　今は現場のスタッフではありませんが
代表（正井禮子）とは　団体発足当初からの付き合いです

I’m not a staff member in the field right now.
I have known the representative (Reiko Masai) since the beginning of the organization.

本年11/23・24は「シェルターネット全国大会　in神戸」を当団体が担います

On November 23 and 24 of this year, our organization will be in charge of the “Shelter Net National Convention in Kobe.”

全国から500～1,000名　行政、議員、学者、関係者が参集するそうです

It is said that 500~1,000 people from all over the country will attend the event, including administrators, lawmakers, scholars, and related parties.

代表の10年来の夢「ここにしか住めない」ではなく
「ここに住みたい」家を作りたい　その「六甲ウィメンズハウス」が
6月にお披露目できることもあり　「住まい」が大きなテーマになるようです

The representative’s dream for the past 10 years is not “I can only live here.”
She has wanted to build a house where women want to live.
The “Rokko Women’s House”
It may be unveiled in June, and it seems that “housing” will be a major theme.

分科会には「生活保護」をテーマに　考えています

We believe that the theme of the subcommittee will be “welfare.”

震災30年を迎えるに当たって　添付のような出版に
増田さんの協力を得て　取り組んでいるところです

On the occasion of the 30th anniversary of the earthquake, the publication as attached
We are working on it with the cooperation of Ms. Masuda.
